So they issued a special edition of IRC for 140 years.
Inheritance from 2013 DOHA edition, printed the UPU140 and 1874~2014 logo.
The Commemorative Edition be sold from July 1, 2014, in some countries.
As I mentioned, I got the last two DOHA IRCs from Vatican post.
One is definitive and the other is the commemorative Edition.
