Living in Singapore, I should get one IRC from Singpost.
I think most of Singpost branches sell this.
(I've got them from Orchard and Jurong East Branches.)
Singpost sell the IRC for S$2.5 around EUR1.65
I think the price is normal, similar to many west Europe countries.
The officer told me they sell IRC, but forward the money to UPU.
That's the reason no GST charge.
