It's a registered mail, but without track feature.
No matter Sign or not, postage fee is the same.
(I think without Sign, it should be cheaper.)

Well, this cover attached a Penny Black mini sheet.
The sheet contains four 1st class UK domestic postage.
For International track, it's insufficient.
So I paid at the counter to get a special label.
(GBP 7.25 - 2.52 = 4.73)

Penny Black's background color causes it's difficult to cancel it clear.
