China Philatelic Association (in Hong Kong) sent their 2016 February newsletter by Airmail.
They used the designed envelope for Christmas stamp 2014.
The chop on the stamp is clear, Feb. 01 2016.

I guess they printed a huge amount of envelope, so using the remains for newsletter delivery.
